​Observations of an accidental resident in Singapore

I walk the streets; I don’t drive but walk, cycle and take public transport. And I am appalled by the amount of rubbish I see… Streets and some areas are cleaned but people keep throwing rubbish on sidewalks, on the grass and in bushes. And that is never cleaned. What is going on in the minds of all these people? Singapore residents really don’t seem to care.
This morning, I saw a staff member of a local restaurant sweep the terrace… he didn’t take a dustpan to sweep it all up… he just swept it onto the sidewalk behind the bus stop. Is that really the mentality of the average Singaporean?
Singapore is a ‘fine’ country, but fines don’t change behaviour.
